为什么需要 ISA

当 AI 从"回答系统"走向"行动系统"，仅凭输出合规无法证明系统在内部走的是可治理的路径。ISA 主张：安全证据必须进入行动形成之前的运行时认知过程。

ISA 的核心承载是 PAAC 四要件——路径、归因、审计、约束。它不取消既有的训练期对齐（如宪法 AI），而是为高后果行动补上"形成过程可被复核"的结构层。
